About Phoebe
Phoebe Lau joined Chambers in 2025 after completion of pupillage with Mr. Andrew J. Raffell, Mr. Vincent Lam, Mr. Franco Kuan and Ms. Lily Yu. She had also shadowed Mr. Azan Marwah and Mr. Ronald Pang as an extended pupil.
Prior to joining the Bar of Hong Kong, Phoebe had over 10 years of work experience in the Legal Department of 3 international banks, focusing on securities and derivatives. She was admitted to the New York State Supreme Court as Attorney and Counselor-at-Law in January 2019 and to the roll of solicitors of England and Wales in September 2023. Phoebe is also a CEDR Accredited Mediator.
Phoebe obtained her LL.B. (Hons) degree with Durham University and LL.M. (Chinese and Comparative Law) with City University of Hong Kong. She then entered the banking in-house industry as a trainee and was subsequently promoted to Legal Counsel / Attorney. As an in-house lawyer, Phoebe was responsible for providing legal support to the Global Markets / corporate and investment division of the banks, covering (i) offer and sale of various financial products (e.g. bonds, structured notes, OTC derivatives linked to structured finance / loans) within Hong Kong or on a cross-border basis across APAC (including PRC) and offshore financial centers (e.g. BVI, Cayman Islands and Bermuda) with different types of clients (e.g. listed companies, securities firms, hedge funds and high net worth investors); (ii) trading of ETFs in the primary market; and (iii) relevant regulatory and licensing requirements (including Securities and Futures Ordinance (Cap. 571) (“SFO”), SFC codes and guidelines, and HKEX Listing Rules).
Phoebe had acquired experience in both civil and criminal matters during her pupillage:
On the civil side, she had experience in matters relating to family law (e.g. divorce, ancillary relief, custody, care and control, and access of child, relocation, child abduction, civil contempt, Non-molestation Order), land (e.g. adverse possession, Tso/Tong lands, recovery of land, tenancy, water seepage), quasi-partnership, trusts, mortgage action, wills and probate, defamation, injunctions, specific discovery, costs, general commercial disputes, arbitration and mediation.
On the criminal side, she had worked on cases relating to white-collar crimes (e.g. a High Court trial of Money Laundering, Fraud, Conspiracy to Defraud), SFC licensed activities and SFO, Attempted Theft and Theft, offences against the persons, sexual offences, drug-related offences, traffic-related offences, industrial summons and the Mental Health Ordinance (Cap. 136) (“MHO”).
She also had brief exposure in relation to appointment of a Committee under Part II of the MHO and guardian ad litem.
Phoebe is fluent in English, Cantonese and Business Mandarin. She can review and draft legal documents in English and Chinese (both traditional and simplified).
Phoebe is developing a broad civil and criminal practice. She accepts instructions in all areas of Chambers’ work.
